Louisiana has effectively prohibited sweepstakes casinos through Louisiana Gaming Control Board (LGCB) regulatory action and informal enforcement. The de-facto ban has been in place for several years.
A pending bill - HB 53 - would formalize the prohibition by classifying sweepstakes casino operations as “racketeering activity” under Louisiana law, escalating the legal exposure for any operator that attempted to serve LA residents.
For Louisiana residents, no major US sweepstakes casino currently accepts registrations.
Why Louisiana prohibits sweepstakes casinos
Louisiana has a substantial commercial casino industry - riverboat casinos, the New Orleans land-based casino, plus tribal casinos and pari-mutuel facilities. The state’s gaming framework is built around licensed in-person play and the LGCB has classified sweepstakes casinos as competing with the licensed framework.
HB 53 would escalate the regulatory posture by adding criminal racketeering exposure to operators serving LA residents. If passed, this would be one of the more aggressive state-level prohibitions in the US.
What LA residents can legally do
Commercial casinos. Multiple riverboat casinos plus the New Orleans land-based casino. Class III gaming.
Tribal casinos. Several tribal properties offering Class III gaming.
Online sports betting. Louisiana has legal mobile sports betting in most parishes (some opt-out parishes excluded).
Louisiana Lottery. Powerball, Mega Millions, scratch-offs.
Pari-mutuel horse racing. Multiple racetracks.
